Mind the infrastructure gap: Crunch time for PRT insurers

The pensions risk transfer market continues to be a dynamic environment. While total deal volume has been less than prior years, the number of transaction volumes continue to grow. Many insurers now face a less visible challenge: operational infrastructure that was never designed for today's scale. Future winners will be determined not only by their ability to write business, but by their ability to administer it efficiently, accurately and at pace. 

I spend a lot of time on trains. Anyone who travels regularly on the UK's rail network knows that modern trains alone don't guarantee a reliable service. When a critical piece of infrastructure fails, the entire network can quickly grind to a halt. Case in point: a recent overhead wire failure near Hitchin left me unexpectedly stranded in Doncaster, rather than spending time with colleagues. It's a useful reminder that no matter how impressive the visible parts of a system appear, success still depends on the infrastructure beneath it.

The pensions risk transfer market faces a similar challenge.

Over recent years, insurers have invested heavily in front-office capabilities, building sophisticated pricing teams, expanding business development functions and competing aggressively in a market that now exceeds £40bn annually. Yet behind many successful transactions sit administration processes and legacy platforms originally designed for a much smaller market.

As transaction volumes continue to grow, these operational foundations are coming under increasing strain.

And when pressure starts to show, it's policyholders who feel the impact first through delays, service issues and poor customer experiences. For insurers, the implications are broader: operational bottlenecks, reputational risk and ultimately constraints on future growth.

This isn't a challenge that can be solved simply by adding more people. As volumes continue to rise, technology is becoming critical infrastructure rather than a support function.

Having worked with insurers across the pensions risk transfer market, we see three capabilities emerging as essential for sustainable growth:

1. Modern administration platforms

The administration platform is the foundation of the entire operation. Modern, cloud-native solutions provide the scalability, resilience and automation needed to support higher transaction volumes while delivering consistent customer outcomes.

2. Transition efficiency technology

Moving schemes from buy-in to buyout remains one of the most complex and resource-intensive stages of the PRT lifecycle. Technology-led solutions, including AI-enabled automation, can significantly accelerate transitions, reduce manual intervention and ease pressure on operations teams.

3. Scalable calculation capabilities

Members increasingly expect fast, accurate retirement and transfer quotations. Automated calculation engines support self-service, improve responsiveness and help insurers deliver better experiences while reducing operational workload.

The pensions risk transfer market is entering a period of unprecedented opportunity. Insurers have rightly invested in the capabilities needed to win new business, but long-term success will depend just as much on the infrastructure supporting it.

Those that modernise their operational foundations today will be best placed to scale tomorrow.

In the next phase of the PRT market, competitive advantage won't be defined solely by the volume of business insurers can win. It will be defined by the volume they can successfully support, administer and deliver for members.
